The bylaws established two categories of membership Voting and Associate

1. Voting membership is available to Republicans registered to vote in Maryland Legislative District 15 for an annual fee of $10 per year. Paid Voting members may vote in the biennial elections.
2. Associate Membership are available to registered voters of Maryland or enrolled students.

Voting members are entitled to:

1. Attend general membership meetings of LD-15.
2. Vote on all issues brought before such meetings.
3. Serve as a Chair or member of LD-15 committees.
4. Serve as Regional and/or Precinct Chair.

Associate members are entitled to:

1. Attend general membership meetings of LD-15.
2. Engage in support activities on behalf of LD-15.
3. Serve as a member of LD-15 committees
